Summary:

The Technical Supervisor is responsible for leading a team of Instrument/Analyzer, Electrical/Instrument, Maintenance and Measurement Technicians at the Nederland Terminal to support operations, technical, and maintenance activities for the Terminal.

Responsibilities encompass safety, environmental stewardship, planning and assigning maintenance personnel daily duties, overtime assignments, call outs and incident response.  Successful candidate will also be responsible for coordinating with multiple departments, customers and outside contractors.  He/she will be responsible for assisting the Sr. Maintenance Manager in the hiring and training of new employees and development of existing employees.  Candidate must have the ability to complete projects within approved expenditure limits and estimated schedules.  The supervisor ensures that all contractors, customers and vendors follow Company Policies and Procedures when accessing or working in the Terminal.

 Essential Duties and Responsibilities: 

  • Ensure safe work practices and ensure the efficiency and reliability of the operation.
  • Assist the Operations Department with scheduling and coordinating projects, turnarounds, scheduled outages and other large maintenance events. 
  • Direct supervision of E & I, I & A, Mechanical and Measurement Technicians.
  • Provide guidance to resolve operational problems as required.
  • Work unified with operational departments to maintain consistency with all areas of the business and maximize the benefits of all departments.
  • Support capital projects through project commissioning activities.
  • Ensure equipment reliability and efficiency and support the preventative maintenance group.
  • Ensure compliance with federal, state and local regulations, company policy and company required maintenance inspections.
  • Knowledgeable of emergency plans and procedures to take prompt and appropriate action in an event.
  • Remain current with appropriate regulations including PSM, HAZOP, DOT, environmental, etc. 
  • Lead and/or participate in HES audits performed by internal/external customers including regulatory audits/inspections for Nederland Terminal Operations.
  • Coordinate with operations supervisors to execute the reactive and predictive maintenance in the facility.  This includes planning, preparing and administering Down Time Requests and detailed work plans associated with the work.
  • Facilitation of O.Q., PSM, and job specific training and testing for employees.
  • Provide recommendations for system operational improvements through submission of capital and expense projects as part of the annual budgeting process.
  • Manage budget to complete required repairs/upgrades at a minimum cost and perform budget re-forecasting as appropriate.
  • Support and assist with all HES training activities, updates and compliance with HES policies and procedures.
  • Communicate with company control centers, business groups and operating groups as necessary. 
  • Oversee construction and maintenance activities performed by third parties, and inspection of jobs within the facility. 
  • Provide supervisory relief in various areas in the event of an emergency or business need.

Special Considerations:

  • This position is "On-Call" 24 hours per day, 7 days per week.

Requirements:

 Education and/or Experience, Knowledge, Skills & Abilities:

 To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • HS Diploma or Bachelor's degree or equivalent work experience

  • 8+ years of related experience, preferably in liquid products terminal operations, process operations and/or petroleum logistics operations. 
  • Must have knowledge of maintenance and general knowledge of repair of pumps and motors.
  • Must possess strong troubleshooting, problem solving, leadership, communication, and interpersonal skills.
  • Must be a self-starter with the ability to work in a team environment or independently as the workload requires.
  • Must have a well-rounded maintenance/operational background and strong technical skills in the areas of Instrumentation, Analyzers and Metering/Measurement.
  • Technical expertise in control, SCADA, Delta V and communications systems
  • Responsible for ensuring compliance with all Federal, State, Local and Company regulations including DOT, EPA, OSHA, etc.
  • Ability to communicate effectively with customers and management as well as Engineering, Business Development, regulatory agencies, inspectors, contractors and other departments. 
  • Strong written, oral communication and computer skills.
  • Excellent trouble shooting and problem solving skills
  • Good organizational skills and a record of very positive work performance
  • Emergency response training and experience.
  • Able to understand and follow P&ID drawings, ISO’s, alignment sheets, and redlines as required.
  • Experience and competency with Microsoft Office
  • Valid Driver’s License

 Preferred Qualifications:  

  • Bachelors or Associates degree in a related discipline, or 2-5 years of supervisory/management experience in a relevant industry, or 8+ years of pipeline maintenance/operations experience. 
  • Experience in a Collective Bargaining Unit environment.
  • PSM background.
  • Ability to organize and manage multiple priorities effectively. 
  • Knowledge of HES standards and environmental regulations as they pertain to petrochemical field maintenance work. Petrochemical or industrial field maintenance experience.
  • Familiar with SAP maintenance and accounting applications preferred.

 

Working Conditions:

 The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Overnight travel may be required.
  • Position is based in industrial/manufacturing settings which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
