Summary:

The Pipeline Projects position will lead a team of individuals who oversee construction project related activities in the Eastern Liquids Pipeline Operations Area.  Projects will include but are not limited to pipeline relocations, in-service line movement, purges, refills, hydrostatic pressure tests and integrity related assessments and repairs.  The successful candidate will ensure the team’s success by adherence to all Company policies and procedures, government regulations and will effectively and efficiently manage the team’s project budget.

 Essential duties and responsibilities:

  • Provide leadership, guidance, and direction to ensure all work is performed safely and in accordance with Company policies and procedures and in compliance with all government regulations.
  • Assist in development of department expense and capital budgets.
  • Interface with the Integrity Group to coordinate anomaly assessment response related to planned in-line inspection activities. 
  • Ensure team is developing, organizing, and maintaining project scopes, estimates, work plans and timelines as well as maintaining budgetary control to ensure projects are completed in an efficient and safe manner.
  • Communicate project plans, scopes and schedules with operations and scheduling to ensure adequate resources and line time are available to ensure efficient operations of all systems.
  • Vetting, contracting, training and managing construction, integrity and welding inspectors required to inspect, control and document pipeline repair projects.
  • Ensure project related contract construction crews are trained, have the necessary credentials and certifications and are in compliance with all Company related policies and procedures.
  • Ensure project managers are completing and submitting project files as required in accordance with Company policies and procedures.
  • Detailed knowledge of Company policies and procedures, industry practices, construction standards, welding procedures, pipeline safety regulations, operator qualification requirements, environmental regulations, and OSHA rules and regulations.
  • Update and maintain Company Standard Operating Procedures as required.
  • Establish and measure team goals and performance.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

 

  • Bachelor’s degree or equivalent work experience required.
  • Minimum 10 years related experience which should include a good knowledge of industry practices, construction standards, welding procedures, pipeline maintenance and operations.
  • Must be familiar with all applicable regulations including DOT, API and ASME codes.
  • Prior experience supervising / managing a team of individuals.
  • Excellent communication and organizational skills.
  • Proficient in Microsoft Office applications, Microsoft Project and SAP systems.
  • Ability to remain level-headed and calm in high-pressure or high-stress situations.
  • Ability to participate in team discussions with an open-minded approach to work towards solutions.
  • Ability to interface with government regulators and represent Energy Transfer in a professional and knowledgeable manner.
  • Ability to comfortably interact with employees at all levels of the organization & adjust approach appropriately.
  • Ability to self-direct and create within the bounds of an agreed-upon strategy.
  • Must available and able to provide emergency response 24/7 including weekends and holidays as needed.

 

Working Conditions:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

 

  • Usually, normal office working conditions. 
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing. 
  • Occasional overnight travel may be required. 
  • Occasional visits to industrial settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
