Energy Transfer is one of the largest and most diversified midstream energy companies in the country which owns and operates approximately 86,000 miles of natural gas, crude oil, refined products, and natural gas liquids pipelines, terminals, and acquisition and marketing assets which are used to facilitate the purchase and sale of crude oil, natural gas, natural gas liquids, and refined products.

Summary:

Working within Liquid Technical Operations Engineering, this position is responsible for reviewing potential third party encroachments to determine if Company pipeline assets are involved.  If assets are involved this position will work with the third party to ensure the safety and integrity of the Company’s assets.  This position will involve regular interaction with various outside parties as well as Company stakeholders including Right-of-way, Engineering, Control Center, Field Operations and Senior Management.  The successful candidate must be familiar with reading civil and mechanical drawings as well as have the ability and experience to perform engineering calculations related to pipeline stress and bending due to external forces such as surface loading, blasting, vibration and unsupported spans.  The position will also support Capital Projects and Field Operations on a day-to-day basis in providing technical support for potential issues discovered in the field related to encroachments and exposures.


Essential Duties and Responsibilities:
  • Review of third party designs for proposed projects for impact to Company pipeline assets such as utility work (electric, gas, water, storm water, etc.), road projects and residential, commercial, and industrial type developments.
  • Coordinate and communicate with third party contractors to assure all Company engineering restrictions and safety procedures and policies are communicated, acknowledged, and enforced with contractors working near company assets.
  • Communicate and negotiate with jurisdictional divisions of government (i.e. departments of transportation, counties, cities etc…) to mitigate the implications of roadway improvements to Energy Transfer pipelines.
  • For involved assets, coordinate and negotiate with third parties to discover workarounds to avoid asset relocation.
  • Perform engineering calculations related to pipeline bending and stresses due to external loading, vibration, blasting, unsupported spans, etc.)
  • Provide technical support to Capital Projects and Field Operations, and contractors with regards to addressing associated constructability, questions, complications or issues which may arise in regards to items such as relocations, crossings, structure encroachments, etc.
  • Develop a familiarity with applicable corporate, state, federal, API, and ASME standards and procedures for pipeline design, construction and operation.
  • Responsible for bringing forward conflicts or abnormalities recognized during review and in the field and working through to resolution

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

 
  • BS Engineering degree (Mechanical, Civil, Petroleum, Engineering Technology).
  • Approximately 6-10 years of engineering experience, preferably in the civil or pipeline industry.
  • Knowledge of applicable hazardous liquid pipeline industry codes and regulations for design, construction and operation of high pressure pipeline systems including but not limited to 49CFR Part 195 and ASME B31.4.
  • Ability to read and understand detailed civil and mechanical plan drawings.
  • Excellent oral and written communications skills, with ability to communicate effectively with all levels of management, engineering, operations and outside parties.
  • Strong computer skills including the use of MS Office, Excel and SharePoint.
  • Must be highly motivated, good team player and customer oriented.
  • Must be a self-starter and self-motivator, ability to perform effectively with minimal supervision.

Preferred Qualifications:

  • General knowledge of and experience with pipeline operations and engineering.
  • Experience with Technical Toolboxes Pipeline Toolbox Software.

Working Conditions:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Travel will be required to visit job sites from time-to-time.  Some may be overnight.
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
  • On occasion, support will require work after hours, on weekends and holidays.
